Justice Building Exterior Renovation & Weatherization
This 39,000-square-foot renovation consisted of a complex exterior restoration aimed at preserving the five-story facility’s historic character while enhancing its structural integrity. Located in downtown Salem near the Capitol, this project faced challenges such as limited laydown space and the need to keep the Department of Administrative Services functional during construction. Because the building remained occupied, it was essential the team carefully scheduled and coordinated ongoing activity to minimize disruptions while carrying out extensive weatherization efforts.
Scaffolding wrapped the entire building but was strategically designed to avoid anchoring into the historic facade. Key improvements included window replacements, new flashings, expansion joints, and repairs to terra cotta cornices and wall tiles. Additional work involved waterproofing ground-level utility and elevator vaults. Pence also self-performed concrete work to ensure quality control and the team worked closely with stakeholders to maintain courtroom operations. Completed within an eight-month timeline, this renovation work successfully modernized and fortified the Salem Justice Building while preserving its historical significance and functionality.
